Russian criminal gangs carry out these attacks  in order to get the world to attack the Russian government, because Putin hates criminals and hits them hard, and any way to remove him benefits the criminals who will commit crimes no matter who is in charge in Russia or the USA. These acts are not the acts of the Russian government they are carried out by enemies of a government trying to defend, repair and beat crime in their nation the same as any other law enforcement (except in Democrat run cities recently) does in the USA. Crime is the problem not Russia, or the Russian government. We do not need another Cold War to ruin more lives.
