A Lieu Tenant is an officer who takes command in Lieu (Loo) of the Captain, so is the Tenant of the Command at that time so he is the Lieu Tenant and Lootenant is the correct pronunciation. It has always struck me how stupid the use of the term Lefftenant is in British usage. Lieu is not and never has been Leff, it is Loo. I am British by the way.
