I doubt the "deal" between Rubio and José Raúl Mulino (Panama) was as amiable as you portray. Do you remember when Rubio posted a photograph of the sodomized Gaddafi to Maduro as a threat? Maybe Rubio reminded Mulino of the fate of say, "Omar Torrijos" and this helped change his mind. Have you considered the shooting down of the IL-76 may have been a surrender deterrent. There have been a considerable number of Ukrainians surrendering to the Russians recently, with that surrender rate expected to increase rapidly as the meat grinders continue. There will already be special Ukrainian military personnel targeting the backs of their advancing troops should they think of retreating; maybe this is just the Ukrainian establishment saying they can target anyone who surrenders, even after they have been behind Russian lines.

The "Land for NATO" sounds like the IMF's "Land for Debt" scam; where IMF agents convince corrupted leaders of vulnerable countries to go into debt for projects engineered by US companies. As you would expect, the projects benefit only an elite few within that country and surprisingly the project never succeeds in paying back the debt. After exhausting the resources of that country the debt remains on the books, and the country is then told to sacrifice "Land for Debt".
