Have you considered the shooting down of the IL-76 may have been a surrender deterrent. There have been a considerable number of Ukrainians surrendering to the Russians recently, with that surrender rate expected to increase rapidly as the meat grinders continue. There will already be special Ukrainian military personnel targeting the backs of their advancing troops should they think of retreating; maybe this is just the Ukrainian establishment saying they can target anyone who surrenders, even after they have been behind Russian lines.
