  1. Those who are doing the spending also own and control the IMF, so what's the scam. Why are they publicly criticizing their own spending? Is it to maintain the "credibility" of their IMF institution when the US government fails to service its debt? Is it just another example of their well-used Plausible Deniability Doctrine?
