  18.  @allybally0021  It's about the use, if they're deliberately put where civilians need to travel it's a war crime, if they're delivered by rocket artillery in to urban civilian areas that's also a war crime. That's why I said careful documentation of what has been used and where will be important for future trials. For example Russia has delivering cluster anti personal mines by rocket artillery in to city centres, these burst in the air and spread hundreds of anti personal mines everywhere in the middle of civilian neighborhoods.
