  2. No, He didn't, you were not listening at all. Richard was saying spending comes first. Government creates the money, ie debt and cancelled out by your taxes. Deficits occur when debt creation, money exceeds tax revenues. This why there are debates about wealthy paying more tax to close the deficit (and other reasons too)
