Hmm making someone pay a fee to exercise their constitutional right to bear arms is like making first time voters pay a poll tax, making someone take a class/test before a person can exercise their right to bear arms, is the same as requiring you to take a literacy test before you can vote. This isnt like driving on the roads of the state which is a privilege; they can require you to test for a license and require insurance. The ability to own /purchase a firearm is a RIGHT.
