  1. The general election is just a nicety. There's no requirement for a state to abide by the general election. As written, the state's legislature chooses its electors to send to Washington (the people voted for their representatives so this maintains more of a republic structure in the election). In fact, the general election wasn't even a thing following the ratification of the US Constitution. States only slowly started having general elections.
