  1. Europe in not needs to compete in the quantity of steel produced. The most quantity of steel industrial products are for low-grade utilization such in infrastructure construction , building , roads , bridges, ships etc. But the steel is produced in EU are for high value products such being used in machines , tools , hi-tech plants. So this German BBC is shallowing in cheering up the EU to compete in obsoleted and wasting energy industries.
