  1. SMR = small nuclear reactor. Its already existed. But depend on who will pull it out to civil commercial market. These reactors have long sit in nuclear submarines of any big power nations. And after it expose to commercial, that means many nations will be able to reach to level of building nuclear submarine by its own.

  2. France nuclear policy has rooted from the past after WWII. US became nuclear power and many big powers were running to be even not to the same level but must have. Soviet , UK and little France. UK eventhoug their little but they were being patronaged from US in some tech. But the French on being denied by US in nuclear transfer tech had to go it alone. So French were addicted to intense in it's nuclear system as it was the smallest among big white power(China was not included). In sustaining its nuclear facilities and industrial system, the French must have high level of nuclear utilized. And power generation is the answer.
