  3. It is normal in periodic near the end term of US Govt. to issue inflate of hostile measures to any countries. They do it by the fact that the near end Govt will not have responsibility relationship to other countries any more. So the new Govt will utilize these measures to bargain to extort benefits from other countries as it won't have to relinquish anything in exchange, just "We'd cancel some old Govt pressurize measures in exchange.". But now, this US's trick, everyone see through it. They will counter you in solid as well.
