Wheatley Wrong again.
They didn't put cosmonauts into untested rockets.
The rocket, the R-7, that was used for Vostok, was exactly the same as launched many Sputnik satellites, with a modified upper stage. That rocket also had been used to launch Soviet spy satellites, which were almost exactly the same as the Vostok manned ship, because in those days, they had to retrieve the cameras with the film.
The N-1 rockets failure depended on political decisions, forcing Korolev to put Glushkovs engines into his rocket. 30 of them in the first stage, causing catastrophic vibrations.
Why change the Soyuz, when it has worked so well? It's constantly upgraded, but the basic design is very sound. The Chinese are now using the same basic configuration for manned spacecraft.
