In practice, it is occupied by Russians on Russian territory. 2) territorial “gains” should not be confused as “crumbling” defense. This isn’t a computer game. Those lines on the war map are guidelines, and not actual zones of control. A lot of that ground is grey zone under overlapping artillery range, a no man’s land.

But let's be generous and give you the full 42 million, Russia still has a population of 143 million.
