  3. Untrue. They build out a city first, then move people in. Much more effective than trying to upgrade existing cities like everyone else does (look at Los Angeles). That’s why they did with cities like Shenzhen. The West confuses them as “ghost cities” without bothering to talk to a Chinese official first.
