To "pardon" someone has a natural inherent perspective that one is not pardoning themselves. It would be like being the Judge over your own criminal court case. It's just not "right" nor the intent of the word "pardon". Certain words, even "donate" inherently imply that one is not "donating" to themselves. Likewise for the word "pardon". In addition, as far as I currently know, not every offense can be pardoned anyway, there are limits.
