@johnboddie6826 The Constitution of the United States, that even the President of the USA swears an oath to preserve, protect and defend, the President being the 'Commander-in-Chief', then read Article I, Section 8 (in part):
"The Congress shall have Power to ...
declare War, grant Letters of Marque and Reprisal, and make Rules concerning Captures on Land and Water."
The Constitution of the United States being the highest law in the United States, no where in there do I see whereby ISIS can declare War for the United States, ("The War against terrorism was declared by ISIS."), nor whereby a President of the United States can declare war, ("However, l believe that G.W. Bush actually declared war on all terrorists groups.). Only Congress has the power to declare War as far as I am currently aware of, at least here in the USA per the Constitution of the United States, the highest law of the United States.
