As I understand it to be: It's not so much that Trump over inflated his assets, which he apparently did, to get a better loan, (which even this video says is okay to do), BUT Trump also deflated those very same assets when it came time to paying taxes on those assets. In other words, pick a price and stick with it for the value of the asset to obtain loans as well as what one pays taxes on. Since Trump did not do that, Trump committed fraud (either with the bank and/or in paying not enough in taxes). Over inflated his assets when obtaining loans and under inflating his assets when paying taxes.
