Phillip K Dick prophesied the regression of technology in Ubik and WIttgenstein discussed the possibility of a halt in scientific and technological progress nearly 100 years ago. Its not clear how to break out of this rut, I can't even broadly think of a way, maybe a "new science" is required analogous to QM revolution. Good news is mathematics still progresses, the works of Tao, Perelman, Zhang/Maynard are all relatively recent, but the rest of science/tech is regressing.

Basically he applied the principles of Godel Incompleteness theorem, in that a finite system of rules cannot describe all of reality/truth, which Godel proved mathematically. And this pattern of limited understanding also can be connected to Heisenberg uncertainty (you cannot precisely measure the universe using things in the universe to measure it) and entropy (to measure entropy, you would drastically increase its entropy).
