So the law against "returning" bottles to a different state than the one in which it was purchased is based on the notion that you didn't pay that state's environmental fee. But you didn't pay the environmental fee on a bottle you found in a ditch and returned within its original state of purchase, either, and that is NOT illegal. I don't think any of this should be illegal; a jurisdiction puts a price on an object, period. "A bottle is worth ten cents here." They should pay the price they said they would pay. It's like if a jurisdiction has a sales tax, but the one next door doesn't, don't be surprised if people hop the border to do their shopping. You made your bed; lie in it.
