Someone once told me that, a few years ago, the City of Edmonton, Canada put decibel meters on the roads, in an attempt to make people aware of the noise of their vehicles, and (hopefully) make them reduce the noise. The sound from vehicles was displayed digitally as they passed. I don't know if tickets were involved. Anyway: wishful thinking! Instead, people took it as a challenge, and tried to see how loud they could register on the meters. The meters came down. Note: I haven't verified this story, but it seems like human nature to me.
