@George0674 Here's the formal Boolean logic for the OP: "IF no shot THEN no regret" (everyone who did not get the shot has no regrets). The formal negation is "No shot AND regret" (someone didn't get the shot, and regrets it). You're correct; such a person can still get the shot. But the OP is simply saying there is no such person.

@owenorders5202 I see where you're coming from, but in this case, you can't just remove the "not"s as if they cancel each other. A double negative only cancels/resolves to a positive if the negatives both negate the same concept: "I ain't got nobody" = "I have somebody" because both "ain't" and "nobody" negate the concept "have somebody" (unless, by intonation and/or context, the negatives reinforce each other). The OP sentence may look confusing at first, but a careful reading resolves as I originally described: one "not" is associated with "a single person"; the other "not" is associated with "to get the shot", so there's no ambiguity nor cancellation. And yes, I've taken a formal logic course, and yes, I see you acknowledge the intended meaning.
