  2. Evil people do evil things. The whole defence establishment was still built around cold-war mentality and plans; someone exploited that weakness. For example, there were some F-16s scrambled, which then immediately flew out over the Atlantic. Why? Because that is what "incoming attack" meant to those pilots. No "inside job" *required*.
