  3. If there is no police officer present, then yes, you are permitted to use reasonable force to stop someone from breaking the law. Blocking the highways "without reasonable excuse" is an offence. This originates from the days of highway robbery, but is now more concerned with people leaving things like skips in the road. The beauty of it is the reasonableness test. Good luck getting a jury to convict someone for (only) dragging these narcissists out of the road so people can go about their lives...
