  1. Legally there is no "power" to hand over, because the powers of the state are distributed. Historically, legally, Priti Patel would actually be the most powerful person in country, because the Home Sec. has control over the police and IIRC, had the power to declare martial law... (It's just that the PM can sack the home sec...) That said, Blair really messed-up the constitution, so that may not be the case anymore...
