I'm missing context. Is this discussing Operations Research or something different? You seem to be talking about modelling/abstraction. We can't predict individual actions, but we can make generalisations based on past experience. Indeed, the "ability to predict the future", is core to being successful. We can't say "this unit will attack and suffer exactly 3 casualties and use precisely 1294 rounds of ammunition." But we can say "we know the enemy has x equipment and y experience, so, based on past experience, z amount of force probably will/won't be able to overcome them." I think one thing you're missing is the "modeller's axiom": all models are wrong, but some are useful.
