  1. I'm deeply skeptical. These large scale comparisons are extremely difficult, as the quality of the implementation is huge factor. Naively implementing a particular algorithm in each language, when no "skilled user" of that language would do it that way, is a sure way to create very misleading results. C and C++ having significant variation is a clear indication of this - written properly, C++ is virtually performance indistinguishable from C. I think the paper is asking the right questions, but I'm not gonna be waving it around saying "we must switch to C" (as much as I would be okay with that, personally...)
