The work done on the sump pan is the key and the owners refusal to run more diagnostics. Seen this before when a DIY guy got the piston caps mixed up when replacing the big end bearings. the connecting rod caps are matched to each connecting rod. If the caps are mixed up, then some caps will have play on the crankshaft and it only takes one cap to be too tight and the engine locks up tight as in the video. The rotation will be constantly tight throughout the cranking sequence of the car. If it was a camshaft problem or a foreign object in the cylinder, the resistance when cranking would be intermittent. The owner probably did dismantle the bottom end of the engine and knows he did fuck it up.
