@alecpharris1455 Why "Western nations"? Cooperation with the Soviet Union would seem like the only sensible approach.

@David-lr2vi Pressure from the "Green" protest groups and the "Green" party coming to power temporarily, it was their election programme and something they had to push through. Probably not entirely without some external influence. It was decided around 2000. Then in 2010, the shutdown suspension was implemented by the new government, to help achieve overall climate goals. Then in 2011, Fukushima happened, and the delay was cancelled, because of course politicians have to always do something about things that worry people.
