You prototype it in simulatable or synthesizable form, in simulation or on an FPGA. It can be even shipped into products as an FPGA. But i bet you will come up with something that either isn't 'new', you just missed part of the history lesson; or it will turn out not to be efficiently implementable in silicon, or will turn out inefficient from practical concerns, like lack of great tooling ecosystem. I welcome you to prove me wrong. Also saying "more efficient" incurs "... for WHAT exactly". There's a reason a microcontroller and a server CPU are very dissimilar, in spite of potentially sharing parts of an instruction set. Are you designing an instruction set or a microarchitecture? Two pairs of shoes.

@empatikokumalar8202 Well if you don't have a basic building block, a logic gate, that can switch at THz speeds, you aren't going to have anything running at a THz clock speed. Can one make a more efficient processor? Sure. But starting off with ludicrous claims isn't helping. And if you did have a solid foundation for what you're claiming, you wouldn't be having the question you have opened the thread with, the path forward would be crystal clear.
