  1. Soviet Union is 12 times the population of Oz, so why exactly you expect Australia to outinnovate USSR is beyond me. Also if you say Soviets innovated, what DID they actually innovate? Space ventures are literally not a product (at that point at least), it's closer to fundamental research. Soviets had all the space tech eventually and did they install sat TV, did they install satnav? They did not, it was military and research use only.

  4. How does China manage? Ok you have 3 or so major industrial areas connected by sea, nice, but the inner land is increasingly industrialised, it runs on rail, it seems to be doing fine. Well rail is more expensive; but it's quick and reliable, there's value to be extracted from that, lots of. I also don't think 12 times is even the right order of magnitude. Like yeah if you add up all modes, it might just add up, especially if heavily weighted towards road transport. But rail should be only 2-3 times more exppensive than sea, i would think.

China has half way burned through the workforce which would tolerate anything you throw at them about a decade ago, and today young work force is increasingly revolting against even moderate inconveniences, or just lie flat, do bare minimum, and Chinese worker salaries and costs of living have approached European ones. Long term, there will be another low wage country to offshore to, the advantages China maintains in the foreseeable future is infrastructure, supply routes, and DFM engineering, i.e. it isn't all that nominally cheap to get stufff done in China, but it's quick and efficient to get stuff done in China, since they've got all you need. This points to a missed opportunity: had we lot taken care of infrastructure that way, we would be well equipped to maintain local industry. That not to negate anything you said, just an aside observation.

  6. Well that's awfully reductionist of you. Thing is scientific community has only one goal that it's laser focused on: INSIGHT. It's very good at it, at generating insight. As soon as they have gained interesting insight, they stop. Universities aren't there to make something better, more useful or more accessible. Naturally innovation piggybacks off universities - but it requires both components, it requires both universities and some sort of a driving force to actually get this stuff to completion and in the hands of the people. This sort of force was almost entirely lacking in Soviet Union. Finer points like how you're supposed to tax the results of public funding, or how they are to be used to the benefit of society that funded them, are naturally debatable and should be debated, but it's not going to be a simple discussion that survives any sort of reductionist approach.
