They will provide little or no usable services and pocket the rest. Why? That's because everybody knows that these people are too pathetic but by doing this they make fools think they are actually going to accomplish something so you can stop worrying about them. They live this way because that's all they're capable of.

They've been left to their own devices and this is how they want to live. Why on Earth would the government be needed to find something to do after school?
