Releasing violent offenders is more about introducing more chaos into the general public.  It's the same reason that the illegals from Central America have been given carte blanche on our borders lately.  Free men and women are tough opponents.  If you intend to oppress them you need to attack from many angles.  We are taxed nearly to death, told that there's a terrorist under every rock and we need dunces to feel us up at airports and locked up for possessing harmless plant matter.  Now, instead of releasing non-violent people who have been convicted of victimless "crimes" we release the people that actually hurt other people.  This is Tyranny 101.
