  6. Ukraine was honoring the Budapest Agreement which also guaranteed Russia's security. The idea of "risk from NATO/Ukraine" is a Putin/Kremlin fabrication to justify an illegal invasion. Every country in the world has been given the opportunity to agree with Russia's version of events. Only five countries have and they are totalitarian regimes. "Victim blaming" is at the core of your comment.
