Because GDP nominal measures services and goods. In the USSR, healthcare is free, and any type of treatment wont be counted into the nominal because the government pays for it, while in the US, that same treatment would cost 50,000 dollars, which is why the US economy looks so large, but it isnt actually as big as you think.
