I think that part of the answer is that it's not ONLY a question of how things look to the politicians of the country that is granting the citizenship.... but ALSO to the governments of the various countries (100 or so) that is granting visa-free access to citizens of that country. I don't think that Europeans, for example, want a bunch of "sleazeballs" getting citizenship from the Caribbean, and then using the passports thus obtained to go to Europe to hang out.
