  3.  @dwlof  In most countries (MOST), tax residency is achieved by spending an amount of time (per year) that is within the range of 183-200 days. [An extreme exception to this is the country of St. Barts, which requires 5 years residency before they'll grant tax residency]. As for setting up a bank account, odds are that a residence permit would be sufficient; that, coupled with a residence address.
