  1. From a purely financial standpoint, I'm inclined to agree. But to the extent that an investment in real estate (in a foreign country) can result in getting a residence permit, or citizenship, it might be worth considering. And in addition, there's something else. It might be the case that if a US citizen buys raw land in any of several foreign countries, and later sells that land at a profit, there will be no systematic mechanism under which the IRS would know about it (assuming that the US citizen keeps the land in his own name, and not under the name of a corporation).
