If you were to spend 27 weeks per year in the Bahamas, and 25 weeks per year in Mexico, that should make you tax resident in the Bahamas; PROVIDED that the Mexican government doesn't think that you're "working" (and earning money) while in Mexico (Mexico's criteria for assessing tax residency go beyond a simple physical residence test).

@alphaleo7025 Don't count on the Panamanian government giving you citizenship... even after 10 years of living there.

Seems to me that you could get tax residency in the Bahamas.... and then sneak out (on your yacht) to Florida, and be able to spend a lot of your time there, while maintaining that tax residency in the Bahamas. It could work if you were with a partner who could put the bills (while in Florida) in his or her name.
