That's certainly true for residents of California. But if a resident of California wanted to move to, say, Panama, he could have (first) just rented an apartment in Nevada for a month or two... and then gotten a Nevada driver's license. That would have made him a legal resident of Nevada, without ever having to spend any time in the state. As another example, it's possible to become a resident of South Dakota after having spent a mere 24 hours in the state.

Still, for many people, New Hampshire is "dirt cheap" compared to California.

@747-pilot "you will have to spend at least a good 6 to 8 months in your new state". I agree that a person who wants to "shed" his California residency, and replace it with Nevada residency, will have to completely eliminate all legal and financial ties to California; but once he's done that, and... in addition.... obtained the Nevada license and Nevada car registration, I think he could, at that point, go ahead and move to another country without his residency reverting to California. [That said, it wouldn't hurt for the person to continue using a mail-forwarding service for several months so that, in the eyes of the Post Office, he's still a resident of Nevada].
