  2. In the US, a federal tax on assets would be problematic from a Constitutional standpoint. And if such a tax were to be implemented (despite the unconstitutionality of it), it would be imposed... INITIALLY.... on ultra-wealthy people; e.g., persons with assets exceeding $25 million. As such, the guy who has "only" $10 million in assets would have time to "get out of dodge" (before the threshold on taxable wealth were lowered). Closely related to the wealth tax is a tax on unrealized capital gains. Such a tax would NOT be prohibited by the US Constitution, and so the government may do it. That tax, if implemented, would significantly reduce the desirability of US citizenship.
