  1. Yes. Government backing of student loans (in the US) has caused universities to raise tuition prices to absurd levels. Similarly, government programs designed to encourage home ownership in the US (e.g., Fannie Mae, preferential treatment of capital gains, and tax deductibility of interest) has caused house prices to be much higher than they would have been without such programs. Government involvement in those markets hasn't necessarily improved matters.
