First of all, it's possible for some people to "cut their taxes to the bone" by being a resident of a territorial tax country, rather than a low-tax country; and second, one can achieve "tax residency" in a given country by spending just 27 weeks per year there, thereby giving him an opportunity to spend 25 weeks per year in a high tax country, without necessarily having to pay income tax there.

@danmccarthy3762 I live in the US, and I pay US taxes. But then, I don't have to pay $200,000 per year in federal taxes. But if I DID have to pay that much, I might be tempted to spend 27 weeks per year in a place like Malaysia or Panama or the Cayman Islands or Montenegro.

I dislike taxes as much as the next person.... and probably more so. BUT, at the same time, I can see the point of governments requiring their citizens.... especially citizens of countries where generous entitlement benefits are offered.... to continue paying at least SOME tax in exchange for having the "right of return" to their home country. Because otherwise, a person could leave his home country, stay away for 25 years (or some such), and then... at age 65... return to his home country and demand entitlement benefits. So the governments of western Europe, for example, could very easily demand that their expats continue paying some tax; and I think a lot of the expats would pay the tax in exchange for being able to keep their passport, and also for being able to retain the "right of return" to collect government benefits.

@Jubukabe Star "Why not just remove them from the programs". That might work .... in principle....but the controversy would exist much more with respect to healthcare than with respect to social security.
