  1. Depends whether one wants to look at this from a "revenue neutral" standpoint or not. That is, if a given state govt were to eliminate property taxes, it would have to raise taxes on income, on sales, and on businesses.... in order to maintain the same overall revenue. So I think that people who complain about property taxes are missing the real issue, which is spending.
