  1. He wants to bail out the big blue cities: Chicago, Los Angeles, New York, etc.... .... and it's mostly the underfunded pensions that he wants to bail out (using "funny money" from the Fed).

  2.  @rosiebrooks7685  Of course, it'll be a question of what the senate will approve. But the political power of the Dems arises mostly from the "big blue" cities; and so the Dems would like to send as much money as possible to those cities. (And municipal pensions are in deep, deep trouble).
