Eugenics of this kind has been practiced in cultures with slavery across time and space. The Romans often spoke of the different stocks of various sorts of slaves and how they could best be exploited. Families were notoriously, deliberately broken up in the United States, occasionally with the stated purpose of remarrying one slave or another to one already owned by the buyer. The effort might have been less "scientific" or less methodical than we could achieve today, but when humans are treated institutionally and over generations like property (as with press-ganged soldiers and slaves), this sort of thing almost becomes inevitable to some degree
