@Wooble57 I am indeed in favor of total abolition and fundamental replacement of American policing, and I'm sure the reasons why would be too much to get into with someone who didn't live so close to such a corrupt institution: Not of "policing" in general as a concept, but of American policing as it exists (which is, combined, the third largest military organization on the planet by spending).
But what I really meant was that it's much easier to expect an officer to know the difference between "normal" and "too bright" when there are literally only two options for lighting on a car, but with the variable lighting coming out today, lacking any electronic equipment to objectively measure lumen count at a fixed point on the windshield or something like that (which could certainly be done), it would ultimately be left to individual officers to determine whether the light coming out of any given car is illegally excessive or not. Thus, the vast majority of pull-overs for that particular crime (excluding the obviously undeniable examples only) would be subject to discretionary policing.
Forgive me if I came off a little strong previously, this is just an issue that affects me and occupies my mind regularly, as you might imagine. Have a good upcoming week
