@bryanroseberry2808 I am afraid that you are lacking knowledge about the main factors influencing waves. It is not only wind speed, but also reach (the stretch of water over which the wind blows - clearly in case of a small lake no large waves will ever build up) and duration (clearly a wind gust will not produce the same waves as a steady wind of the same speed).
