Because the cops are told not to do anything, it's not up for businesses to turn their employees into cops. The bill doesn't seem to be doing what Redacted is saying.

Are you even paying attention? The shoplifting is happening because they stopped prosecuting it. [Prosecute criminals and there's less crime. Make it a crime to require justice and for people to take action and there's chaos.] That's not what this law does, according to what they said. All they're saying is they can't REQUIRE an employee to fill the gap of police (and apparently there are allowances for security guards so it doesn't apply to them). That's not the same as punishing people for doing something. They're saying businesses can't require them to do something. Especially since fighting crime isn't in the average job description.
