No state can negotiate with Russia because they always have an excuse, or try to gaslight, or use whataboutisms, or blame others, or play the victim (my favorite because the world's largest country somehow thinks it's the victim? LOL!), or they will falsely shame others. So there's absolutely no way to negotiate with this because Russia always finds and excuse. Sadly, this isn't just within the Kremlin. This is throughout the Western Russian culture. Those who can rise above this mentality left Russia. Now there is no chance.
